Responsible for the implementation of Community Health Management (CHM) and Data Strategy strategic priorities into integrated, consistent, and measurable action. Leads cross-functional teams in development and implementation of key CHM and Data Strategy initiatives, positioning BCBSA in a leadership role on a Blues system-wide community-based approach. Provides support to CHM and Data Strategy projects that position BCBSA as a strategic business partner to critical stakeholders including Plans, national businesses, medical societies, and universities. Works closely with the Executive Director of Data Strategy and SVP, Market Solutions to gather feedback for CHM and Data Strategy project design & development, launch & implementation, and enhancements in order ensure customer value gets consistency captured.


Responsibilities include but are not limited to:

  • Promotes and leads the development of projects to position the Data Strategy Team and CHM Program as critical strategic business partners to Plans, national businesses, medical societies, and universities. Actively manages relationships and issues developed or identified by the CHM Program, Data Strategy, and BCBSA senior leadership. Ensures that identified priorities are executed to meet business/customer objectives. Gathers information, knowledge and insights to ensure Executive Director, Data Strategy, and SVP, Market Solutions are appropriately prepared and briefed on issues and events. Coordinates the development of briefing materials from appropriate staff for their use. Prepares background briefing and follow-up materials as needed. Responsibilities include implementation of new products and services, launch and engagement of customers, and customer use insights translated to enhancements for future CHM Program development.
  • Serves as a first level resource in addressing issues and solving problems before they are escalated. Develops consultative relationships with the Data Strategy Team, Market Solutions and BCBSA management to improve the delivery of products and services and the identification of new resources and capabilities to meet customer business needs. Partners with appropriate management teams to ensure the Data Strategy priority project goals and business objectives are met. Ensures that major CHM Program initiatives and projects are achieved. Develops and leads cross-functional teams in the achievement of strategic priorities. Monitors project status and intervenes where necessary. In collaboration with CHM Program leaders, evaluates program operations, products, services and roadmap and refines operations/processes to improve effectiveness and efficiency as necessary.
  • Represents the CHM Program to internal and external groups on key Data Strategy initiatives. Interfaces with Plans and national organizations on behalf of the ED and SVP for CHM Program and Data Strategy initiatives.


Required Basic Qualifications:

  • Related business experience or educational equivalent required, with 2 years' experience in health care industry and demonstrated progressive responsibility and accountability and 4 years related business experience with advanced degree (Masters/PhD).
  • Experience managing projects that require cross-departmental functionality.
  • Leadership experience that demonstrates the ability to set priorities and meet objectives for complex projects involving multiple stakeholders, and execute according to plans.

Preferred Basic Qualifications:

  • knowledge of health care industry issues, with excellent knowledge of health care operations and strategies.
  • Possesses practical, tactical and in-depth knowledge of the health care industry.
  • Ability to design and create customer measure specification for analysis of customer engagement and program outcomes
  • Demonstrated mastery of visual analytics software and commercial software Applied mastery of production management systems for the design and implementation of business services or offerings.
  • Demonstrated mastery of the application of dynamic problems as part of multi-dimensional theoretical frameworks
  • Ability to build effective relationships with cross-functional teams, Plans and external stakeholders
  • Demonstrated ability to apply knowledge to key departmental and cross-functional initiatives.
  • Demonstrated ability to conduct presentations as well as represent the CHM Program and Data Strategy team to external audiences, adjusting style and complexity of presentations to the audience to determine the best approach to convey the message.
  • Demonstrated ability to identify organizational processes and political nuances that influence the development of deliverables.
  • Ability to work across all levels of the organization, including work with BCBSA staff, Plan executive and management audiences, and vendors
