Job Description Summary

Leads a team directly responsible for the execution of the National Labor Markets' efforts that enable Blue Cross and/or Blue Shield Licensee's success through the development and implementation of the strategic vision of the Executive Committee of the National Labor Office (NLO). Responsible for partnering with internal/external groups to ensure tools, processes and reporting are meeting or exceeding the NLO stakeholders' needs for Plans. This rewarding and impactful position will partner closely with the NLO Executive Director to provide strategic direction, collaboration and partnership to influence all key stakeholders ultimately ensuring that market driven solutions are being defined and implemented appropriately.

Responsibilities include but are not limited to:

  • Talent Development: Provides leadership, development and coaching to a high performing team in support of the NLO strategic vision and as needed to achieve performance objectives and reach their fullest potential. Responsible for guiding professional development plans, motivating, and leading the NLO team, setting performance expectations, and continuing to drive employee engagement.
  • Account Management: Provide leadership and coordination to cross organization initiatives to ensure the needs of the NLO community are being addressed in a timely and effective manner. Develop and nurture key leaders that are within the labor community including other leaders within the market that have influence with the labor community regarding bargaining needs etc. Act as ombudsman for the executive director of the NLO and the board of directors in resolving critical inquiries that range from Association policies/operational needs to national political challenges that effect labor and health care.
  • Brand Advocate - Represents and promotes BCBS System at assigned labor functions to initiate and execute varies activities and opportunities to support build and grow networking opportunities and in promoting the brands within the overall labor market.
  • Fiscal responsibility - Partners closely with the Executive Director NLO, all members of the NLO team and more broadly throughout the organization on matters relating to the delivery of financial and operational performance that will enable the NLO to achieve its strategic objectives.
  • Other Responsibilities - As an NLO leader, he/she will also partner with the Executive Director NLO on contract management, execution of strategic initiatives and negotiations with projects that require an overall understanding of services and ensuring that there is a defined value to the NLO stakeholders.

Required Education, Certifications and Experience

  • Bachelor's Degree in Marketing, Business Administration
  • AHIP
  • 10+ years of experience with union/labor organizations
  • 7+ years of experience developing and implementing strategies for achieving business objectives
  • 5+ years of supervisory experience
  • Knowledge and experience in health care financing and marketing, and an understanding of healthcare delivery, products and services, particularly National Accounts
  • Leadership and coaching skills to drive their team to perform in a highly functional capacity while ensuring that the team not only understands the task requirement but also has clearly industry understanding on the value of task
  • Comprehensive knowledge of the industry and labor law
  • Ability to develop relationships with leaders within the political and labor community that support demonstrating a sense of confidence with the market is essential
  • Strategic thinker and listener to understand, distill and determine key issues from information obtained from the NLO stakeholders
  • Excellent executive presence as demonstrated by the ability to maintain composure and tact in communications and establish credibility with others
  • Independent thinker with the ability to escalate complex situations to leadership as needed
  • Excellent interpersonal and negotiation skills to build and foster key relationships
  • Excellent oral and written communication skills and the capabilities to negotiate, persuade, and make effective sales presentations to NLO stakeholders and the within the labor community

Preferred Education, Certifications and Experience

  • Labor Union certification
  • Familiarity with the BCBS system and Plans
