Job Description Summary

Responsible for providing management of a core area of accountability within the IT organization that includes people and functional management. Facilitates the resource management, subject matter expertise coverage of deliverables, and ongoing coaching and mentoring of their staff. Primarily project-based, often multi-tasked, deadline-driven and relatively unstructured. Must be able to balance multiple competing demands, planning and pacing work as needed, and working overtime hours when needed.

Responsibilities include but are not limited to:

  • Provide day to day people management which includes administrative (time ad expense approvals), alignment of resources to demands of projects, recruiting, and training.
  • Interact with clients to understand business needs, build relationships and manage client satisfaction.
  • Manage functional area's project deliverables across the platform to ensure they are meeting the needs of the project managers and that the projects are delivered on time and within budget.
  • Provide coaching and mentoring to staff on an ongoing basis, ensuring performance management process is administered and used appropriately.

Required Education, Certifications and Experience

  • High School Diploma or GED
  • Bachelor's degree in related field or equivalent experience
  • A minimum of 5 years related business experience
  • Experienced in mid-to-large scale project management, including budget
  • Experience with managing employees/staff
  • Experience overseeing contingents
  • Familiarity with health financing industry and concepts
  • Experience in cloud modernization projects, onboarding applications, operational support in a 24/7 production environment and end User support
  • Experience in working with Blue Plans and their BlueCard vendors.
  • Experience working with multiple cross functional teams and multiple client partners (Plans) to coordinate multi-plan level implementation of applications
  • Experience in coordinating large scale data migration from multiple sources to centralized target
  • Experience navigating thru various challenges (resources, technology, lack of application expertise) from Plans and ensure that all Plans are prepared with the Plan onboarding activities
  • Experience with Microsoft SharePoint Online, OneDrive file sync, and Microsoft Teams
  • Blue Cross Blue Shield Plan experience
  • Proficient with Word, Excel and PowerPoint
  • Effective communication skills both written and verbal, including presentation skills
  • Ability to represent department to senior level clients and management
  • Strong relationship-building skills
  • Knowledge of AWS cloud platform and services

Preferred Education, Certifications and Experience

  • Knowledge in National Program (ITS and Blue2) applications
  • Experience with migration from Legacy platforms (mainframe-COBOL and WAS-Java) to cloud.
