Illinois Public Media seeks a Programming and Content Distribution Director at WILL AM-FM-TV public broadcasting stations licensed to the University of Illinois at Urbana-Champaign. 

The Programming and Content Distribution Director (PD) is responsible for screening, selecting, acquiring, and scheduling programs for WILL across multiple channels and platforms. The PD works closely with Illinois Public Media’s Programming, Operations, Digital, Marketing, and Content Creation teams and manages the Traffic team to ensure seamless program and interstitial scheduling, continuity, and distribution of content.

Major Duties and Responsibilities:

Programming / Administration / Management: 65%

  • Serves as a key member of the IPM programming team that identifies, recommends, and schedules full length, short form, and interstitial multi-platform programming. Identifies shows of specific interest to local viewers and listeners, or those shows that tie into Illinois Public Media projects and priorities.
  • Screens programming from national public TV / radio distributors, other member stations, syndicators and independent producers. Negotiates prices and acquires shows, which meet Illinois Public Media’s strategic objectives and enhance its educational and cultural mission.
  • Takes the lead in communicating to the WILL staff any changes, problems, and resolutions affecting Illinois Public Media television and multi-platform programming.
  • Works with marketing and digital teams to create comprehensive audience metrics and applies available data to the program selection, scheduling process, and distribution method.
  • Develops the program scheduling strategy to achieve long-term goals, including audience growth and retention and enhanced viewer/listener loyalty on all platforms.
  • Responds to audience inquiries and complaints in a timely and sensitive manner.
  • Maintains frequent contact with community members, program distributors, and industry peers.
  • Review, negotiate, and secure all relevant licenses; monitors program rights and common carriage rights requirements.
  • Screen and resolve discrepancy reports as necessary.
  • Participates in strategic and long-range planning for Illinois Public Media.
  • Lead and manage Traffic Specialists for both radio and television (2).
  • Create, implement, and maintain effective processes for programming, interstitial elements, underwriting flights, campaigns, and other broadcast content.
  • Shows initiative in problem solving, making recommendations and advocating for innovation. Proactive in communicating and implementing public media best practices and industry trends to the leadership team and to staff.
  • Works effectively while attending to both long-term plans and a variety of time-sensitive details.
  • Creates, administers, and monitors the TV and radio programming and traffic annual budgets, including program acquisition expenditures and processes.
  • Create and file required FCC, CPB, PBS, and other reports as necessary.

Distribution / Carriage 15%

  • Proactively communicates with cable, satellite, and streaming providers, advocating for WILL, and negotiating carriage rights.
  • Negotiates contracts and licensing with national distributors and independent producers.
  • Secures program rights and carriage through the University and Illinois Public Media’s rules and regulations.
  • Works closely with content creation teams to prepare program offers and aid in packaging and distribution of IPM content for regional, statewide, and national carriage.

Marketing / Membership 20%

  • Presents the program schedule and highlighting programs that warrant additional promotional support.
  • Represents WILL in on-air fundraising appeals and articulates its financial needs.
  • Attends planning meetings for monthly program guide, provides input on programs to promote and proofreads before final publication.
  • Aids in choosing and creating cross-promotional opportunities.
  • Assists the Membership team in creating fundraising schedules, program opportunities, and fundraising events to meet membership and revenue goals and expectations.
  • Participates in station events.

Position Requirements and Qualifications:


  • Bachelor degree required

Education Preferred:

  • Bachelor Degree, in broadcasting, communications or related field


Required: Three years of experience in programming of television, radio or other media. Experience directly leading, supervising, and managing staff. Experience in planning, administration, and budget management. Proficiency in the accumulation, analysis, and utilization of audience research and measurement data. Experience with TV broadcast operations and traffic management procedures. Strong written and communication skills.

Preferred: Prior experience with Public Media preferred. Strong project management & critical thinking skills preferred. Experience working with content creators and with technical colleagues. Experience or Familiarity with Myers ProTrack scheduling software or equivalent.

Knowledge, Skills, and Abilities:

Knowledge of FCC regulations, PBS and NPR member station requirements, University of Illinois policies and satellite/cable provider carriage agreements. Substantial knowledge of public television programming practices, promotional materials, and the mission of public broadcasting. Understanding of different video delivery formats for various platforms, including social media. Working knowledge with Microsoft Office Suite and experience using project management / productivity tools. (Slack, Trello, Google docs, etc.)
