General Summary: Researches, develops and implements effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization. Uses emerging platforms in order to identify suitable applicants. Analyzes the recruitment process and makes recommendations for improvements or changes. Tracks and monitors the candidate experience. Maintains recruitment metrics and compiles reports on aspects of the recruitment process.


Requirements: Bachelor's degree in human resources management, industrial and labor relations or related field and a minimum of three years of related experience; or an associate's (or equivalent credits) and a minimum of five years of relevant experience. Proficiency with Word, Excel, Outlook, PowerPoint, and Social Media Platforms. Previous experience or ability to quickly master an applicant tracking and HRIS system. Excellent verbal and written communication skills.




1. Coordinates, develops, facilitates, and implements all phases of the employee talent/recruitment process.


2. Collaborates with hiring managers to identify and assist in ensuring detailed, accurate job descriptions and hiring criteria.


3. Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.


4. Screens applications and selects qualified candidates, as needed.


5. Assists with the interview process, attending and conducting interviews with managers, directors, and other stakeholders; assist in developing selection materials.


6. Ensures compliance with federal, state, and local employment laws and regulations, and policies, recommending revisions to ensure fair employment practices are implemented and followed.


7. Attends and participates in job fairs and recruiting sessions.


8. Maintains databases of potential candidates for future job openings, uses available methods to identify and recruit passive candidates.


9. Develops, maintains and updates HR records and systems.


10. Conducts training, learning, and professional development both internally and externally, including training hiring managers and search committees.


11. Coordinates events, employee engagement, programs, and services for HR; collaborates with other offices.


12. Develops, reviews and analyzes regular and specialized reports, including analyzing hiring trends, and following up with candidates during the hiring process.


13. Coordinates surveys for quality assurance and assessment; coordinates communications, newsletters, and mailings.


14. Tracks and maintains databases relevant to recruitment and related data.


15. Provides assistance and customer service to applicants, employees, vendors, and community partners.


16. Works collaboratively with Employment Services to ensure effective talent acquisition process; assists with job posting and advertisement processes, and job applicant tracking system.


17. Assists HR team members, in various other functional areas to serve the employees, students, public, and partners


18. Assists with the employment processing center and processes to on-board employees.


19. Performs other duties as required or assigned.


Clearances: Current criminal record/child abuse clearances will be required if offered the position and in order to be employed at the College. The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check. The College has provided instructions on how to obtain these clearances and are available here.


Vaccination: Effective November 1, 2021, as a condition of employment, all new employees of Community College of Allegheny County must be fully vaccinated against COVID-19 and provide proof of their vaccination or have received an approved exemption to be an employee. Prospective employees who are offered a position can request an exemption from this vaccine requirement for religious or documented medical reasons. Exemption requests will be reviewed for approval on a case-by-case basis by the Office of Human Resources.
