Job Description Summary

This role serves as the Group Purchasing Organization (GPO) Operations Analytics lead for all analytic functions including reporting of all toolsets, data analysis, systems integrations, process improvement, codification of analytics processes/approaches, benchmarking and reporting back to our enterprise clients. The datasets that will be analyzed and automated include but are not limited to; Savings, Spend, Diversity Spend, Procurement Cycle Time, Supplier Performance, Integration Errors, Requisitions and Purchase Orders. Create dashboards and reports for executive leadership within the organization as well as GPO leadership to inform resource allocation. Works on process automation and quality control utilizing data analytics and visualization tools. Engages with business owners, Procurement Team members, and senior leadership to perform required governance and performance monitoring standards/metrics activities. Provide day-to-day and strategic support to all Procurement and marketing/sales areas in the Procurement. Assists with the setup of the data analytics pipeline within the Procurement department. Will establish and manage the analytics capabilities within the Procurement department and will work across departments to meet analytics and reporting needs. Also assist with website maintenance and analytics functions. Directly supports management and business units in continually monitoring activities affecting Procurement policy, procedures and practices to maximize the use of Association's assets and vendor management systems, ensuring that BCBSA is benefiting from the best price, quality and services from its vendors and suppliers.

Responsibilities include but are not limited to:

Responsible for analytics surrounding all platforms within the GPO tools including; Procure-to-Order, Customer Relationship Management (CRM), Enterprise Resource Planning (ERP), Vendor/Contingent Management System (VMS), Content Management System (CMS), Digital Adoption Platform (DAP) and pulling together for entire view of data

Utilizes advanced data analytics tools (E.g. Tableau or Power BI).

Utilizes data transformation tools (E.g. Alteryx, SQL, Python).

Understand the business need based on the different viewers of data (Finance, Buyer, A/P, Business Owner, Leadership) and provide relevant reporting.

Automate the process of receiving, transforming and displaying data from multiple sources with controls in place to identify errors and data anomalies (including codification of new/existing analytics processes)

Provide reporting for BCBSA executive leadership.

Drive effective insights from available datasets.

Perform analytics subject matter expert (SME) function and inform strategy around numerous different high priority initiatives within BCBSA and the GPO

Engage with IT, Information Security and other internal teams to ensure efficient data transfers.

Develop and administer the data pipeline to consolidate data from Procurement systems.

Able to merge datasets without errors or duplications.

Understanding of potential risks in data sets and ability to understand ways to resolve the issues.

Develop analytic ETL (Extract, Transform and Load) process between systems to allow for clean datasets.

Utilization of systems functionality and business uses for all systems to understand reporting requirements

Procure-to-Order, CRM, ERP, VMS, CMS, DAP.

Inform new system design and implementation impacts from an analytics standpoint.

Maintenance and troubleshooting of GPO Website.

Troubleshoot integration issues and build new integrations as necessary.

Manage data integration errors throughout the Procurement systems.

Implement enhancements within the integrations to reduce integration errors.

Automate existing manual processes as identified.

Required Education, Certifications and Experience

  • Bachelors Degree in Data & Analytics, Data Science, Supply Chain Management, Finance, Economics or Business Administration.
  • Minimum of 5 years of experience in managing enterprise strategic sourcing, contracting, purchasing and vendor management systems and processes.
  • Minimum of 5 years managing multiple data sources and developing required data controls.
  • Demonstrated knowledge of Project Management and translating business requirements into technical design.
  • Strong knowledge of Tableau, Power BI, Alteryx, Google Analytics, SQL, Python, R.
  • Ability to "translate" key analytics approaches, concepts and proposals to non-analytic stakeholders and management.
  • Demonstrated ability to develop and maintain strong business relationships and customer service to provide value added services.
  • Ability to deal with ambiguity in a proactive, positive manner and to work on teams or independently.
  • Excellent organizational skills; ability to plan and manage multiple initiatives under tight timeframes with a sense of urgency.
  • Strong analytical and problem resolution skills.
  • Strong written and oral communication and presentation skills.
  • Strong project management skills.
  • Understanding of database structure to assist in developing/implementing system enhancements.

  • Proficiency in Microsoft Office products required (Word, Excel, PowerPoint).

Preferred Education, Certifications and Experience

  • Understanding of BCBS System and how Plan Procurement departments operate.
  • Demonstrated negotiation skills, creative and flexible problem solving skills, integrity, strategic thinking and organization sensitivity are preferred.
  • Strong working knowledge of Salesforce platform, GEP procure-to-order system, Beeline contingent staffing platform, Workday ERP, Microsoft Office suite and internet technologies.
