AWS MOTOR is seeking a result-oriented US based Snr Pre-Construction Manager for Pre-Implementation in the MOTOR organization. The Snr Pre-Construction Manager is a Pre-Implementation role responsible to establish the foundational processes, governance frameworks, and engagement models that define how SCFM (Supply Chain Facilities Management) deliver projects at scale. This role owns planning, T-dates, and the critical path from site selection through construction handoff for all projects at or above $1M across the US project portfolio. The position addresses the current gap where we lack centralized ownership for design management, cost validation, constructability reviews, due diligence coordination, and infrastructure readiness. It's building the playbook that doesn't exist yet for a global portfolio with critical milestones across non-templated facility types. The Snr Pre-Construction Manager is responsible for the pre-construction of Manufacturing, AWS Cloud Logistics, ReCycle Reverse Logistics (Server and Rack Decommissioning) and AARD-vark (AI Assembly, Repair, and Debug Operations) Integration facilities that are business critical.
Key job responsibilities
Planning & T-Date Ownership
• Own project planning from site selection through construction handoff—establishing T-dates, critical path milestones, and delivery timelines aligned with SCFM operational needs and OP commitments
• Develop program-level schedules sequencing due diligence, design, permitting, procurement, and construction across non-templated facility types (manufacturing, ACL warehouses, AARDvark sites)
• Define schedule forecasting models and constructability guidance that inform Real Estate, Design Engineering, and SCFM TIPM decision-making during early planning
Process & Governance Development
• Build the processes defining how, where, and what SCFM engages with across Legal, DCSP, DCCD, Real Estate, Energy, and Finance—establishing governance frameworks that scale globally
• Produce repeatable engagement models, handoff protocols, and decision gates from conceptual design through construction transition
• Establish design review cadences, cost validation checkpoints, and permitting strategy frameworks that become the standard operating model
Due Diligence & Site Readiness
• Identify where due diligence is needed and what type (geotechnical, environmental, zoning, traffic, property condition, ALTA surveys) to derisk projects from schedule impacts
• Coordinate with Real Estate on lease work letters, developer agreements, and infrastructure readiness requirements (power, utilities, site access) that impact schedule and cost
• Flag site-specific risks including jurisdictional constraints, AHJ requirements, and utility coordination delays on the critical path
Permitting & AHJ Strategy
• Develop jurisdiction-specific permitting strategies as the primary connection point with local AHJs, fire marshals, utility providers, and public policy teams
• Manage permit application processes, expedited review coordination, and compliance validation to accelerate approvals and unblock construction starts
• Establish relationships with regulatory bodies that derisk permitting timelines across the AMER portfolio
Constructability
• Perform constructability reviews of critical scopes (power, cooling, manufacturing workflows, warehouse automation, liquid cooling) and drive baseline improvements
• Evaluate build phasing strategies across civil, structural, electrical, and MEP fields—developing site-specific logistics plans that minimize disruption and optimize capital deployment
Cost & Schedule Governance
• Develop project budgets based on industry trends and project-specific complexities—validating QS estimates and challenging assumptions to maintain budget integrity
• Review vendor and GC bids, subcontractor-level pricing, and change orders with detail and accuracy, serving as a governance check alongside Finance and 3P consultants
• Establish cost benchmarking models and variance tracking protocols that inform CAR development and OP planning
GC & Consultant Engagement
• Define construction scopes and RFP requirements for General Contractors in coordination with DCSP—ensuring bid packages are complete, constructable, and accurately scoped. Develop scope of work documents required for GC, consultant, and 3P RFPs
• Manage GC and third-party vendors delivering preconstruction services during design phase (cost estimating, scheduling, value engineering)
• Conduct negotiations with developers, general contractors, and consultants—evaluating proposals and contract terms with technical rigor
Procurement & Equipment Strategy
• Establish front-loaded procurement approach for long-lead equipment (generators, UPS, switchgear, transformers, chillers, AHUs, CRAH/CRACs, fire suppression) with lead times exceeding 20 weeks
• Coordinate standardized OFCI specifications across SCFM facility types, supporting the program's "Design to Inventory" speed model
• Coordinate with DCSP on equipment procurement strategy and flag critical path risks impacting construction sequencing
Contract & Documentation Coordination
• Support issuance of contracting documents (Work Orders, Purchase Orders, Work Letters) in coordination with Legal and Finance
• Develop handoff documentation to Construction Manager partners, ensuring seamless transition with complete scope definition and risk mitigation plans
Infrastructure Problem-Solving
• Solve infrastructure challenges including power management, utility coordination, and site access constraints to unblock early construction starts operationally
• Coordinate with AWS Energy teams on power delivery timelines, capacity planning, and utility provider engagement for sites with long-lead energy dependencies
• Design building strategy and phasing approaches accounting for site-specific logistics, material staging, access constraints, and adjacent operations
Cross-Functional Stakeholder Management
• Coordinate across Legal, DCSP, Finance, Real Estate, Energy, and DCCD to establish engagement cadences with cross-organizational stakeholders
• Collect, evaluate, and share lessons learned to drive continuous improvement across the entire SCFM program

About the team
The AWS Manufacturing Operations Transportation Operations and Reverse Logistics team (MOTOR) manages AWS and 3rd Party (3P) Supply Chain activities that include the following operations: 1) Inbound supplier-owned component warehousing and finished rack storage 2) Server and Rack assembly and 3) Reverse Logistics operations.
Supply Chain Facilities Management (SCFM) drive a global strategy to support the MOTOR vertical pillars (ACL, RRL, MFG) via standardization of space planning, design and construction, periodic and preventative maintenance, and security of our portfolio of global Supply Chain Facilities. The team support facilities, security and critical projects across our portfolio of buildings globally. The team manages our Integrated Facilities Management (IFM) partner comprising Facilities Managers, Building Engineers, Maintenance Technicians and Facilities Coordinators and global Design and QS contractor resources. Our goal is to provide essential proactive building preventive maintenance, high velocity service outage responsiveness, facility and project cost savings, optimal security posture aligned with HSCS guidance and structured project management services.
