PROJECT COORDINATOR – JOINT USE
Job Summary :
Please Note: As per current corporate policy, you will be required to be IN the office a minimum of FOUR (4) days per week (Monday through Thursday) at 241 Ralph McGill Blvd, Atlanta, GA, and/or as required.
The Project Manager will be responsible for the development, implementation, and maintenance of various processes that support joint use policy and contract execution and administration in compliance with Company policy and specifications, and local, state, and federal laws and regulations. This role requires a detail-oriented individual with a strong understanding of contract management and compliance, excellent organizational and written and oral communication skills, and the ability to establish and maintain cooperative and effective working relationships with internal and external stakeholders. The role involves coordination and monitoring of joint use attachments, administration of the full contract lifecycle, including support of billing and collections as needed, and implementation of strategies and objectives to support consistent application of policies and procedures. The position works closely with various departments, including within Power Delivery, Legal Services, AFT, and Utility Relations, and has extensive interaction with external stakeholders.
Job Requirements :
Education:
- Bachelor's degree in Business, Engineering, Law, or related field is preferred.
Experience:
- Minimum of 3 years’ experience in contract management / administration is strongly preferred.
- Minimum of 3 years’ experience in utility operations, joint use, and/or pole attachment management is preferred.
- Experience reading and interpreting contractual terms and conditions is required.
- Experience establishing consistent work practices and procedures within a team is preferred.
- Experience working with applications such as JETS, JUMS, NJUNS and DistView is preferred.
- Experience in Distribution field engineering is a plus.
Knowledge, Skills and Abilities:
- Basic knowledge of laws, regulations and policies regarding attachments to electric utility poles is preferred.
- Solid understanding of electric utility operations, with ability to quickly learn applicable practical and regulatory specifics, is preferred.
- Basic knowledge of National Electric Safety Code (NESC) provisions regarding ground clearance and utility spacing is preferred.
- Ability to understand and interpret regulatory orders, agreements, and contractual language.
- Ability to negotiate, prepare and administer contracts and associated documentation, including record keeping and tracking.
- Ability to resolve conflict and build teamwork and trust.
- Strong negotiation and issue identification and resolution abilities.
- Strong organizational and project management skills, with ability to manage multiple tasks and projects simultaneously, and work effectively and efficiently within project timelines.

- Intermediate proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) is required; proficiency in Teams and SharePoint is a plus.
- Experience in SQL, Access, Power BI, and other database and reporting tools is a plus.
Role Responsibilities:
- Develop, implement, and maintain procedures and policies that support and facilitate the consistent operation of the joint use program and contracting function in accordance with legal requirements, including maintenance of bonds and insurance; ensure policies and procedures are documented and maintained, and training materials are prepared as needed.
- Negotiate, prepare, manage, and administer all joint use, common use and pole attachment agreements and resolve disputes as they arise; track and report on the status of negotiations, ensuring timely and accurate documentation and follow-up.
- Pursue agreements with governmental attachers for both existing attachments and future projects.
- Obtain and maintain pole setting agreements with Incumbent Local Exchange Carriers (ILECs).
- Maintain organized electronic files for all joint use and pole attachment contracts and related documentation.
- Build and maintain effective relationships with internal stakeholders, third-party attachers, and government entities; effectively manage stakeholder expectations and obligations.
- Communicate legislative, regulatory and policy changes to internal and external stakeholders, and provide training and presentations as needed.
- Coordinate filings and responses in legal and regulatory requests and proceedings, including data gathering; coordinate query formulation to mine attachment data for legal/regulatory proceedings and negotiations; prepare documentation as needed in support of proceedings/negotiations.
- Coordinate field and database cleanup work to ensure accuracy of pole ownership and attachment records.
- Serve as utilities coordinator for oversize load moves in accordance with GDOT regulations.
- Manage NJUNS reporting, and support the initiation and maintenance of cleanup tickets.
- Support coordination of pending attachment transfers, including coordination of payment, and manage pole stub sales.
- Coordinate identification of owners of unauthorized attachments and efforts to remediate same.
- Support the DOT Project Manager in resolving issues related to oversized load moves, traffic control fiber, and equipment installation.
- Support Risk Management in the resolution of claims involving joint use.
- Support billing by timely inputting and maintaining accurate attacher and contract information in the Joint Use Management System (JUMS), including master contract and agreement records and contract scans; support collection activities for past due invoices.
- Partner with Accounting to update rates annually and implement new rates as needed, ensuring timely receipt of rates by billing; prepare and transmit annual rate notice letters to attachers.
- Represent Company and/or team on committees as needed.
- Perform special projects as needed.
Working Conditions:
- Office environment with occasional field visits.
- Must be available for emergency response operations as needed.
- Some travel may be required for meetings, training, and field assessments.
