Easterseals PORT Health is seeking an experienced and passionate Empower Director to oversee, grow, and enhance our EMPOWER programs in collaboration with Trillium Health Resources. This leadership role plays a vital part in ensuring high-quality, person-centered services for individuals and families across your assigned community.
This position requires regional travel across Easterseals PORT Health’s EMPOWER sites, including but not limited to:
- Elizabeth City
- Ahoskie
- New Bern
- Jacksonville
- Morehead City
- Wilmington
Travel is an essential part of this role to support site operations, staff supervision, and program implementation across the EMPOWER service area.

Key Responsibilities:
- Lead the daily operations of the EMPOWER Service Array within your region, ensuring effective implementation of services that promote independence, inclusion, and wellness.
- Supervise, mentor, and support program staff including Recreation and Wellness Supervisors and administrative personnel.
- Ensure program compliance with all licensing, regulatory, and funding requirements, including audits and inspections.
- Develop and manage program budgets, monitor financial performance, and implement cost-effective solutions.
- Support recruitment, onboarding, and staff development to build a strong, values-aligned team.
- Collaborate with community partners and internal stakeholders to advance service delivery and identify growth opportunities.
- Maximize service authorization and billing processes to ensure program sustainability and efficiency.
What We’re Looking For
- Bachelor’s degree in Human Services or a related field (from an accredited institution).
- 3–5 years of progressive experience in program administration and staff supervision, preferably within behavioral health, developmental disabilities, or youth-focused services.
- Proven leadership skills with a passion for empowering others and improving community-based care.
- Strong understanding of state-funded service models and quality standards (e.g., MH/DD/SA systems).
- Excellent communication, organizational, and problem-solving skills.
- Proficiency in Microsoft Office and ability to navigate systems and documentation requirements.
Additional Requirements:
- Valid North Carolina driver’s license and reliable transportation.
- Ability to travel within assigned program region (occasional overnight travel may be required).
