Manager, Area Planning

JOB SUMMARY
Area Planning is responsible for evaluating the sub-transmission system and distribution substations to ensure that the facilities are adequate to meet the needs of new and existing customers. The department uses accepted planning methods to identify, develop and budget projects to address load growth and maintain reliability. It is also responsible for developing service option solutions for Economic Development and Customer Choice opportunities. The team is composed of eleven planners (statewide coverage), two project managers, and a team leader.
The Area Planning Manager will lead the Area Planning department in pursuit of its departmental goals. This includes direct performance management, training and development of assigned planners. This position will also provide input and advice to executive level management regarding the technical merits of key projects and helps to prioritize them for the effective use of the capital budget. This will involve understanding of the Project Management Gated Process and reviewing presentations for the DPRT, TPRT, and T&D committees. This role will also provide support for the various Integrated Transmission System (ITS) responsibilities of the department, with responsibilities including project and procedure negotiations with the other ITS participants.
Job Responsibilities:
- Lead the Area Planning team, providing guidance and performance management for the team, with direct supervision responsibilities for a team leader, principal engineers/project managers, and area planning engineers.
- Support the Area Planners in developing innovative and cost-effective solutions for electric service to new and existing transmission level customers, maintaining the reliability of Georgia Power’s transmission and substation facilities.
- Support the Area Planners in developing innovative and cost-effective solutions for system improvements through the solution team process.
- Review all projects before they are presented to approval committees, including Distribution Project Review Team (DPRT), Transmission Project Review Team (TPRT), and T&D Council (T&D). Additionally, serve as a voting member of the DPRT.
- Train and develop new Area Planners.
- Serve as a voting member of the Joint Subcommittee for Transmission Planning (JSTP), promoting consistent planning and equitable treatment among ITS participants.
- Drive the development of the annual ITS Parity Forecast and manage the calculation of the Adjusted Territorial Load Ratio.
- Provide oversight for Area Planning related Capital Budget spending, collaborating with Capital Governance and Transmission PMO team leadership.
- Proactively build and maintain partnerships with leaders in Transmission, Distribution, Business Development, ITS, Joint Accounting and other organizations.
- Provide oversight for the annual update of the substation marginal cost for Southern Company's PRICEM model using STEAMA, and participate in delivering Marginal Cost training on a biannual basis. Additionally, provide oversight for annual OATT calculations.
Educational/Certification Requirements:
- Bachelor's degree in engineering or related field is preferred.
- Advanced degree and/or PE certification is a plus.
Experience:
- Demonstrated focus on Safety
- A minimum of 3 years of supervisory experience with full performance management responsibilities is required.
- A minimum of 5 years of Transmission and/or Distribution experience is required.
- Experience and/or knowledge in Area Planning/Sub-Transmission Planning, Transmission Planning, Distribution Planning, Integrated Transmission System (ITS), Transmission Maintenance, Transmission Design, Transmission/Distribution Operations, Transmission PMO, Interconnections Planning, or Distributed Generation is preferred.
- Experience with PSS/E, CYME, or other System Modeling software is a plus.
