Job Summary:
The Manager of Billing and Compliance at Southern Company Gas leads the team responsible for ensuring accurate, timely, and fully compliant customer billing across all regulated gas distribution companies. This role ensures that billing practices align with state regulations, company tariffs, and internal compliance standards.
In addition, this role has direct responsibility for managing the bill print and distribution, ensuring all customer bills are produced and delivered accurately and on schedule. The manager oversees relationships with third-party vendors that support bill printing, mailing, and electronic delivery, ensuring vendor performance meets service level agreements and complies with company and regulatory standards.
Key Responsibilities:
Billing Operations Management
- Lead and manage the billing team responsible for generating accurate and timely customer bills.
- Ensure billing systems are maintained, tested, and updated in accordance with rate changes, tariff updates, and regulatory requirements.
- Oversee resolution of complex billing issues and customer inquiries.
- Lead the bill print and distribution team, ensuring all customer bills are produced, printed, and delivered on schedule and in compliance with regulatory and company standards.
Regulatory Compliance
- Monitor and implement regulatory changes affecting billing practices (e.g., state public service commission rules, FERC requirements).
- Develop and maintain procedures to ensure billing compliance with all applicable laws, regulations, and tariffs.
- Serve as liaison with Regulatory Affairs and Legal teams to implement required changes.
- Prepare and support audit responses related to billing and compliance activities.
Strategy Development
- Formulate and execute strategic plans for billing operations that align with Southern Company's overall business objectives.
- Ensure that strategies are forward-thinking, customer-focused, and adaptable to regulatory changes.
Process Improvement & Controls
- Identify opportunities to streamline billing processes and improve accuracy.
- Establish internal controls and key performance indicators (KPIs) for billing accuracy and compliance.
- Lead projects to enhance billing systems and data integrity.
Performance Management
- Establish key performance indicators (KPIs) and metrics to monitor and evaluate the effectiveness of billing operations.
- Implement continuous improvement initiatives to drive operational excellence.
Stakeholder Engagement
- Act as the primary liaison with internal and external stakeholders, including regulatory bodies, to ensure compliance and address any issues related to billing operations.
Technology Integration
- Work with IT and other departments to leverage technology solutions that enhance billing operations.
- Ensure systems are up-to-date and capable of supporting strategic objectives.
Team Leadership
- Lead and develop a high-performing team of billing professionals.
- Foster a culture of collaboration, innovation, and accountability.
Qualifications:
- Bachelor’s degree in Accounting, Finance, Business Administration or a related field.
- Master’s degree preferred.
- Minimum of 5+ years of experience in billing operations and/or 5+ years in a leadership role.
- Strong understanding of regulatory requirements.
- Proven track record of developing and implementing strategic plans and process improvements.
- Excellent leadership, communication, and interpersonal skills.
- Ability to work collaboratively with cross-functional teams and influence at all levels of the organization.
- Strong analytical and problem-solving skills.
- Experience with billing systems and technology integration is highly desirable.
