Safety Coordinator - Plant Farley
This position exists to provide leadership and oversight for the plant industrial safety functional area so that comprehensive processes are in place and being followed properly to protect SNC employees from workplace–related accidents and ensure the site is complying with all applicable OSHA regulatory requirements. This position is responsible for leading the Industrial Safety functional area with the mission being to provide governance and oversight to the site line organizations, who in turn, implement the required SNC industrial safety fleet governance. The perform function of this position is primarily aimed at influencing the site functional areas and workers to be self-reliant on the industrial safety governance versus making decisions to perform work. The Safety Coordinator serves as a subject matter expert for industrial safety and reports to the Maintenance Senior Work Execution Manager. The position also provides governance and oversight for the employee led peer to peer Behavioral Accident Prevention Process (BAPP) and direct supervision of the BAPP Facilitator.
Job Responsibilities:
- Periodically Support Fleet Outages, as requested, with Safety oversight and Field observations
- Site owner of NMP-FLS series procedures and Fleet Safety (FLS) Manual.
- Site subject matter expert (SME) for NMP-FLS series procedures, Fleet Safety (FLS) Manual, and supporting Occupational Safety and Health Administration (OSHA) regulatory requirements and Institute of Nuclear Power Operators (INPO) industrial safety requirements.
- Provide oversight for site implementation and execution of FLS governance.
- Provide governance and oversight for the site BAPP (Behavioral Accident Prevention Process) and the site BAPP Facilitator.
- Champion dissemination of safety governance changes as needed and identify appropriate functional area(s) to create change management plans.
- Act as a “center for excellence” for select Fleet Safety NMP’s which includes championing any needed changes.
- Advises and coaches site execution of employee-led Safety Committee.
- Participate on weekly Fleet Safety peer team calls and implement actions from these calls as needed.
- Provide industrial safety oversight by advising and challenging site functional areas on industrial safety accountability.
- Provide SME input and review of job evolutions that are considered high risk and require a job hazard analysis (JHA).
- Review condition reports (CR’s) daily and bin information to identify early gaps in industrial safety performance. Advocate for timely resolution of safety issues.
- Ensure the Line Organizations are creating and communicating relevant industrial safety information to the site and Fleet i.e. Site Safety Alerts, Fleet Event Alerts, Event Investigations, etc.
- When necessary, assist departments in investigating industrial safety events and/or site gaps in industrial safety performance. Departments lead these investigations and safety provides SME input as needed.
- Participate in select key meetings as needed (e.g. POD, Supervisors Meeting, Outage planning/readiness/critique).
- Conduct and document periodic field observations to verify governance is being implemented by supervision, craft, and contractors.
- Advise leadership in making OSHA recordable determinations for SNC personnel.
- Serve as the interface with the SNC Training organization on matters involving Safety training so that information is correct and reflects current industrial safety requirements.
- Present specialized industrial safety training as needed.
- Enter all site SNC first aid and OSHA recordable injuries into Cority software system. In the event of an injury meeting the criteria as “serious”, ensure corrective actions and closure dates of corrective actions are documented and tracked.
- Responsible for maintaining site OSHA log.
- Coordinate and/or conduct needed industrial hygiene monitoring and evaluations as needed and maintain relevant exposure monitoring records.
- Oversees site industrial safety statistics (e.g. site KPI’s, contractor work hours, SNC and contractor injuries, etc.) and report these to corporate on a monthly basis.
- Primary interface with regulator during OSHA inspections.
- Conduct and document periodic field observations to verify governance is being implemented by supervision, craft, and contractors (Observe shift briefs, PJB’s and field work to ensure PJB, OMM match safety behaviors and practices in the field)
- Establishes collaborative and effective working relationships with Management at assigned locations to develop and implement solutions that drive continuous safety improvement and compliance excellence
- Case Management – keeping a finger on the pulse to prevent lower level injuries from escalating
- A positive energetic leader of the organization, interface closely with the Senior Leadership Team
Job Requirements
Education:
- Bachelor’s degree in Industrial Hygiene/Safety, Engineering, Public Health, Environmental Health or a related field preferred.
- Certified Safety Professional or Certified Industrial Hygienist or other safety oriented credentials are preferred.
Experience:
- Minimum of 5 years’ experience as a Safety professional or applicable line safety management experience is highly desired.
- Previous experience implementing and overseeing industrial safety governance in a matrix organization is highly desired.
- Hands-on implementation of field safety programs and field safety training is highly desired.
- Ability to fill an ERO position
Knowledge:
- Strong leadership, teamwork and interpersonal skills are needed for this position.
- Project management, facilitation, program development and presentation skills are required.
- Comprehensive knowledge and understanding of various OSHA rules, regulations, standards, interpretations, policies, and procedures and how they apply.
- A general knowledge of the various environmental laws such as Superfund Amendments and Reauthorization Act (SARA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Asbestos Hazard Emergency Response Act (AHERA).
- Working knowledge of Workers’ Compensation, Fire Protection, Electrical Safety, Emergency response and respiratory protection are desired.
- Comprehensive knowledge of industrial safety principles and practice, such as air sampling, noise measurements and report writing; good working knowledge of the state of the art personal protective equipment and engineering control measures.
- Excellent oral and written communication skills are desired.
- Team oriented focus with ability to lead others in problem solving is important.
- Excellent interpersonal skills with the ability to influence at all levels of the organization are very important.
- Strong computer skills with emphasis on managing and trending data are desired.
- Strong knowledge of budgets and budget processes is valuable.
- Nuclear power generation experience is preferred.
