Your Role in Our Mission
As our
Opioid Treatment Program Manager, you will provide leadership, structure, and operational excellence across ESPH’s OTP clinics. You will ensure high-quality, person‑centered MAT services, guide Clinic Supervisors, maintain regulatory compliance, oversee budgets, and support a dedicated multidisciplinary team.
You will also serve as a key representative of ESPH in state, MCO, and regulatory conversations — ensuring our programs meet all standards and continue to grow in impact.
What You’ll Do
Leadership & Operations
- Provide daily operational oversight to ensure smooth and efficient service delivery.
- Maintain visibility across OTP clinics, including regular on-site presence.
- Oversee staffing, scheduling, workflow design, and resolution of daily operational concerns.
- Respond to urgent needs including staffing shortages, safety concerns, and compliance issues.
- Support expansion strategies as ESPH grows services across new geographic markets.
Compliance & Quality
- Ensure full compliance with all federal and state regulations including SAMHSA, DEA, DHHS, accreditation standards, and MCO requirements.
- Monitor clinical documentation, treatment planning, dosing protocols, and safety processes.
- Ensure timely and accurate submission of required reports to oversight agencies and internal leadership.
- Maintain inventory of medication-related supplies in accordance with DEA/SAMHSA standards.
- Ensure policies and procedures are implemented consistently across sites.
Staff Support & Supervision
- Directly supervise Clinic Supervisors and indirectly support all clinic staff including nurses, counselors, and administrative team members.
- Participate in hiring, onboarding, training, coaching, and evaluation of employees.
- Develop and conduct training related to compliance, documentation, safety, and clinical practice.
- Facilitate regular staff meetings and ensure effective communication across clinic locations.
- Support staffing models, scheduling needs, and long-term workforce planning.
Financial & Administrative Oversight
- Develop, monitor, and manage annual program budgets for OTP locations.
- Track expenditures, revenue, and billing processes in collaboration with Finance.
- Approve routine and non-routine expenses within established guidelines.
- Monitor financial performance and ensure programs align with organizational expectations.
Community & Organizational Engagement
- Represent ESPH OTP programs in meetings with state agencies, MCOs, and regulatory stakeholders.
- Collaborate with HR, Finance, Quality, Compliance, Pharmacy, and other departments.
- Keep organizational leadership informed of operational issues, risks, and opportunities.
What We’re Looking For
- Bachelor’s degree required; Master’s degree in a behavioral health or related field preferred.
- Minimum of 3 years of supervisory or management experience in behavioral health, substance use treatment, or healthcare operations.
- Previous experience in an Opioid Treatment Program strongly preferred.
- Strong knowledge of SAMHSA, DEA, DHHS, and MCO regulations.
- Proven ability to lead teams, supervise staff, and manage multi-site operations.
- Strong communication, organizational, and problem‑solving skills.
- Valid driver’s license and reliable transportation required.
- Ability to travel between OTP locations regularly.
