This position is responsible for leading fleet‑wide project controls execution for Fleet Capital Projects, ensuring disciplined estimating, scheduling, cost control, change management, and risk management are consistently applied across all projects. The role exists to provide independent, objective project controls oversight and decision support that enables safe, predictable project delivery and supports effective governance across the fleet.
JOB REQUIREMENTS: (Education, Experience, Knowledge, Skills )
Education
- Bachelor’s degree in Engineering, Construction Management, Project Management, Finance, or a related technical or business discipline, or equivalent experience is required
- Advanced degree or professional certification (PMP, PSP, CCP, or equivalent) preferred
Experience
- 12+ years of experience in project controls and capital project delivery , preferably in nuclear, power generation, or other highly regulated industrial environments
- Demonstrated experience providing portfolio‑level estimating, scheduling, cost control, and risk management support across multiple projects or sites
- Experience leading project controls teams and supporting site project leads, task directors, and governance organizations
Knowledge
- Nuclear safety culture and the role of disciplined project controls in risk reduction
- Capital estimating practices, estimate validation, and estimate governance
- Integrated scheduling, critical path management, and schedule performance measurement
- Cost control, forecasting, and earned value or equivalent performance techniques
- Change management processes and quantitative risk analysis
- Project performance reporting and executive decision support
Skills
- Strong analytical and financial acumen with portfolio‑level perspective
- Ability to establish and enforce standard project controls processes and tools
- Effective issue identification, escalation, and recommendation development
- Strong collaboration skills across Projects, Engineering, Construction, and Finance
- Clear written and verbal communication, including executive‑level briefings
MAJOR JOB RESPONSIBILITIES: Specify major duties performed by the job and % of time spent on duties.
- Lead fleet‑wide project controls execution , providing consistent estimating, scheduling, cost control, change management, and risk management support for all Fleet Capital Projects.
- Establish and maintain project controls standards, procedures, and governance , ensuring consistency, transparency, and compliance across the project portfolio.
- Provide independent validation and challenge of project estimates, schedules, forecasts, and change requests to support informed governance decisions.
- Ensure development and maintenance of integrated project schedules and cost forecasts that accurately reflect scope, execution strategy, and risk.
- Monitor portfolio‑level cost and schedule performance, identify systemic trends and emerging risks , and drive timely escalation and corrective action.
- Partner with Construction, Engineering, PMO, and site organizations to ensure project readiness, disciplined change control, and alignment between field execution and controls .
- Develop and sustain project controls organizational capability , including staffing models, proficiency expectations, standard work, tools, and lessons learned.
- Provide clear, objective performance reporting to the Director, Project Governance and Controls and executive leadership, enabling transparency into portfolio health and recovery actions.
