Application Analyst, 3-GIS
Job Summary
The Application Analyst for 3-GIS will serve as a key member of Technology Tools within Enterprise Technology Solutions, with a primary focus on fiber project processes and technologies, providing comprehensive support for the 3-GIS Web application. This role encompasses application administration, design, configuration, integration, implementation, and end user support. This role partners closely with business stakeholders, GIS teams, vendors, and application developers to translate business needs into reliable, scalable solutions. 3-GIS is a web-based application for the design and management of Southern Company’s fiber assets. The Analyst will play a key role in supporting fiber asset management initiatives, Fiber to Distribution projects, Long Haul Fiber projects, and campus fiber projects.
Key Responsibilities
- Application Administration: Serve as the primary administrator for the 3-GIS Web application, managing day-to-day operations, user access, and security.
- Configuration & Integration: Perform configuration changes to support evolving business requirements. Support SSO/Active Directory or identity provider integrations.
- Support production, test, and lower environments (PROD, DV, and UA).
- End User Support & Training: Act as the IT point of contact for business users experiencing application issues. Provide expert-level support, including troubleshooting issues and answering questions. Develop and deliver training materials and sessions to ensure effective application usage.
- Troubleshoot application issues related to:
+ application availability, performance, and errors
+ authentication and authorization failures
+ map services, APIs, and backend dependencies
- Perform root cause analysis, document incident resolution and preventative actions.
- Vendor Application Coordination: Work with vendor representatives for technical support, upgrades, and issue resolution related to 3-GIS Web.
- Collaboration with GIS COE: Partner with the GIS Center of Excellence for ESRI-related software support, ensuring seamless interoperability and performance.
- Asset Management Support: Support the business in the design and management of fiber assets within the 3-GIS Web application, including complex equipment, templates, printing, plotting, and bill of material (BOM) functionality.
- Documentation: Maintain up-to-date documentation on application configuration, integration points, user guides, and troubleshooting procedures.
- Continuous Improvement: Identify opportunities for process improvement and application optimization, recommending and implementing enhancements as appropriate.
- Collaborate with stakeholders to understand business processes and requirements, translating them into functional designs for 3-GIS
- Testing of new functionalities, including the creation of test plans, test scripts, and coordination of user acceptance testing (UAT)
- Build and maintain strategic partnerships with the Business stakeholders (Power Delivery Connectivity, Southern Telecom, TO Telecom Services, TO Infrastructure Operations)
- Build and maintain strategic partnerships within the Technology Organization (GIS COE, Infrastructure Services, Database Services)
- Develop and maintain system documentation including functional specifications, configuration guides, and architecture diagram
- Stay current with the latest 3-GIS updates and industry trends, recommending upgrades or improvements when necessary
- Facilitate training sessions and workshops for end-users to ensure effective use of the 3-GIS system
Required Qualifications
- Bachelor’s degree in Information Technology, Computer Science, GIS, Engineering, related field, or equivalent experience.
- Experience supporting enterprise applications, preferably GIS or asset management systems.
- Familiarity with ESRI software products and GIS concepts.
- Ability to work collaboratively across departments and with external vendors.
- Knowledge of fiber asset management or telecommunications projects is a plus.
- 2-3 years of experience in application support, production support, or application operations
- Experience supporting web-based enterprise applications in a production environment
Preferred Skills & Competencies
- Hands-on experience with 3-GIS Web or similar GIS systems for asset management.
- Experience supporting Fiber to Distribution and Long Haul Fiber projects.
- Understanding of ITIL or other IT service management frameworks.
- Working knowledge of application lifecycle management, SDLC practices, and change management.
- Ability to translate business requirements into technical solutions.
- Experience supporting 3‑GIS Web , Esri‑based applications, or GIS platform
- Telecom industry experience (fiber, OSP, network inventory systems)
- Familiarity with:
+ IIS or web server administration
+ Active Directory / SSO integrations
+ SQL Server, Oracle, or PostgreSQL

The Application Analyst will interact with IT colleagues, business stakeholders, GIS COE, and vendor representatives. Occasional travel may be required for training or project support.
This position falls under the company’s Insider Threat Program and will have access to, and control over sensitive data, systems or assets.
