Summary
The Billing Operations Manager leads a team of 20 union and non-union employees under a bargaining agreement. This role is responsible for overseeing systems and resources to ensure accurate and timely billing for residential, commercial, and industrial customers. The manager’s responsibilities include daily billing metrics, analytics, regulatory and municipal/state tax updates, bill verification, rate entry, and management of electronic reads for daily read gas transportation customers. The position requires strategic alignment, policy development, and demonstrated knowledge of Generally Accepted Accounting Principles (GAAP). Compliance with federal, state, and local laws, regulations, and ordinances is essential, as is maintaining regulatory relationships and meeting key performance indicators and service levels. The manager plays a critical role in all project implementation and testing affecting billing systems for all GAS companies.
Key Responsibilities & Accountabilities
Functional Expertise
- Ensure quality and proper execution of billing operations and project implementation.
- Monitor and manage business and performance metrics for accurate and timely billing.
- Oversee the impact of critical business systems (CCB/SB/MV90).
- Manage reports to achieve key performance indicators and service level agreements.
- Ensure compliance with regulatory and accounting requirements.
Business Acumen
- Serve as the subject matter expert for billing services internally and externally.
- Identify, prioritize, and resolve issues quickly to minimize customer impact.
- Prioritize projects and resources to achieve critical tasks.
- Analyze fiscal details to advise on short- and long-term impacts.
- Evaluate billing process improvements to identify opportunities.
Engagement
- Partner with leadership in Meter Reading, Call Center, Utility Business Systems, IT, and Accounting to coordinate business efforts and solutions.
- Communicate status, goals, and issues to the Billing Team and Customer Care Leadership.
- Coach and develop team members to achieve goals and become future leaders.
- Facilitate effective peer relationships to support and implement cross-functional initiatives.
Driving Results
- Develop action plans to enhance customer experience and meet targeted results.
- Focus on driving results, setting expectations, prioritizing work, evaluating results, and taking corrective action.
- Monitor operational and financial metrics to ensure targets are met.
- Lead continuous process improvement initiatives.
- Develop metrics to monitor the success of improvements and goals.
Qualifications
Education, Certifications, and Licenses
Required:
- BA/BS degree in accounting, business, economics, technology, or related field, or equivalent work experience (5 years).
- Any combination of education, experience, and/or training that meets entry requirements.
Preferred:
Related Work Experience
Required:
- 4-6 years in accounting, customer care, or operations within utilities or similar industry.
- Previous supervisory/managerial experience.
Preferred:
- 7-10 years in accounting and utility experience managing financial and operational metrics.
Specific Skills & Knowledge
Required:
- Demonstrated knowledge of GAAP and Sarbanes–Oxley guidelines.
- Team development and effective influencing skills.

- Systems knowledge and process improvement experience.

- Intermediate proficiency with MS Office (Excel, PowerPoint, Word).

- Frequent travel (up to 50%), including air travel and overnight stays.
