The Manager of Pipeline Safety is accountable for coordinating program strategy, development and execution across the enterprise and ensuring all related business objectives are met. These objectives may include development of scope, requirements, budgets, stakeholder acceptance, processes design, regulatory approval, metrics and reporting, etc.
The Manager of Pipeline Safety facilitates development and implementation of new initiatives regarding corporate-wide operations standards and processes which can include working with both internal and external departments and organizations and resources.
The Manager of Pipeline Safety leads diverse, cross-functional teams (construction operations, field operations, DIMP, regulatory, contractors, etc.) and ensures their deliverables are understood and delivered according to the project/program requirements, schedules, and budget.
Business Execution & Innovation:
- Coordinate the development of strategy, design and implementation of Pipeline Safety Management programs across the enterprise.
- Serve as Manager of assigned enterprise projects/programs, involving design and implementation of recommended practice API-1173 elements and initiatives • Develop, implement, and execute supporting program process components with specific focus on an Operations Procedure Manual (OPM) Management of Change Program
- Define project/program scope, baselines and schedules
- Ensure projects/programs are managed to budget, schedule, and standards
- Ensure proper interpretation, application, and implementation of federal, state and local codes and guidelines as applicable on projects/programs
- Identify and properly manage project/program risks
- Manage project/program contractors and other resources as applicable
- Ensure scope changes are appropriately addressed; adequately documented, impact analysis, approved.
- Review and process contractors' invoices and payments as applicable
- Provide forward thinking supported by quantitative analyses and risk analysis to achieve compliance and optimal business results
- Analyze project/program performance / lessons learned and initiate appropriate process improvements
Communication Relationships & Networking:
- Identify and contract qualified contractors and resources for project/program work
- Prepare and present project/program metrics to indicate project/program and budget health for presentation to business owners and upper management
- Lead and advocate for continuous improvement and strategic alignment of PSMS across the enterprise.
- Meet with Compliance & Technical Services leadership and support development of processes and standards as new compliance initiatives are introduced
- Collaborate with business unit leaders to assure alignment with operating, regulatory and legal requirements.
- Provide business and operations direction to contractors and team members based on evaluation of risks, company standards and procedures, regulatory requirements, etc.
- Facilitate internal and external communication and change management
- Coordinate program training and communication across the enterprise
Development of Others and Inclusion
- Leads teams of both direct reports and matrix reporting employees
- Ensure team members are fully engaged with deliverables
- Supervision of direct reports performing PSMS assessment, analysis, design and project management
- Lead project/program teams including acquiring and aligning diverse, cross-functional resources and subject matter experts
- Hold project/program team meetings on a regular basis (progress & plan)

Related Work Experience:
Required:
- 7+ years progressive experience in broad-based business and process development
+ 5+ years of experience managing process projects
Preferred:
- 5+ years developing and implementing process improvements within a gas utility, pipeline transmission, or other energy related field
+ 3+ years supervisory/management experience
