Job Description Summary

Partners with stakeholders, business analysts, systems analysts and team members to understand business requirements and correlate potential technology solutions that drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and comply with the organization's architectural standards. Involved in the full systems life cycle and may be responsible for all or part of designing, developing, testing, implementing and supporting applications software that is delivered on time, within approved budget and in line with business objectives. Makes recommendations towards the development of new software or reuse of existing software. Assists/participates in component and data architecture design, performance engineering, product evaluation and buy vs. build recommendations. Develops code artifacts - modules, classes, methods, scripts, etc. -along with corresponding unit test artifacts as needed. Supports and interacts throughout BCBSA with frequent participation in cross-functional teams. Provides services for Blue Plans, Inter-Plan Programs, and other BCBSA staff and represents BCBSA and Plans on committees.

Responsibilities include but are not limited to:

Break down business requirements into activities and artifacts that when realized, produce software that meets the business requirements.

Provide both order-of-magnitude and detailed estimates for software development activities and artifacts. Develop and refine estimating models based on previous project actuals and trends to improve accuracy of estimates.

Follows good documentation practices including producing and managing formal artifacts as well as writing clean, readable, and standards-compliant code and unit tests.

Understand user issues, identify and drive to resolution, communicate continuously and clearly.

Provide clear direction, coaching, and support to staff.

Required Education, Certifications and Experience

  • High School Diploma or GED, bachelor's degree in computer science, Information Systems, Business Administration, or equivalent work experience in similar work environment.
  • Minimum of 7 years of IT work experience focused on systems development and programming.
  • Experience as team lead or member on project teams in a cross functional environment.
  • Designing, developing, and managing robust, scalable, and efficient cloud solutions using AWS services, particularly focused on AWS Lambda, API Gateway, Glue, and Amazon Connect.
  • Monitoring and optimizing AWS services for performance efficiency, cost optimization, and operational excellence.
  • Working closely with development teams to integrate cloud services into broader architecture and support cloud solutions.
  • Implementing and managing security policies and compliance measures in line with organizational standards.
  • Providing technical support and troubleshooting issues related to AWS services, ensuring minimal downtime.
  • Staying updated with the latest AWS features and cloud technologies to continuously improving services and solutions.
  • Proficient in AWS services, especially AWS Lambda, API Gateway, and familiarity with Amazon Connect.
  • Strong programming skills in languages such as Python, JavaScript, or Java, CI/CD pipelines, automation tools, and containerization.
  • Advanced analytical skills essential.
  • Strong team-oriented interpersonal and communication skills.
  • Ability to effectively adapt to rapidly changing technology and apply it to business needs.

Preferred Education, Certifications and Experience

  • BCBS or health insurance industry background preferred.
  • Provide clear direction, coaching, and support to developers, testers, operations staff and skilled in coaching junior technical staff preferred.
  • Experience with low latency real time application development preferred.
  • Experience in integrating or managing Amazon Connect solutions preferred.
  • Strong understanding of cloud architecture principles and best practices preferred.
